Mission Statement

The Ouachita Multi-Purpose Community Action Program (OMCAP, Inc), serves as an anti-poverty agency on behalf of Federal, State, and Local government, to provide assistance to citizens of Ouachita Parish, working with a network of Community Action Agencies (CAAs) and other neighborhood-based organizations to reduce poverty, revitalize communities and empower families and individuals to become economically stable.


Jobs preparation gives information, referral, resume’ preparation to help in job search.

High School Equivalency (HSE) Credential (HiSET) – We will pay the fees to obtain your high school equivalency certificate/diploma.

If transportation is needed to attend school for HiSET preparation, OMCAP will provide a bus pass.

Income Management

Household Financial Counseling provides budget and financial counseling.

Emergency Assistance

Low Income Home Energy Assistance Program (LIHEAP) 

**CRISIS: Disconnected or threats of disconnect. 18- 48 hour resolution.

**Non-CRISIS: Helps offset home energy costs.

Share the Warmth – Pays natural gas bills in a one-time support to customers. Available to ATMOS ENERGY customers, ONLY.

Needs Assistance to help move into safe and sanitary housing; setup utilities and deposits.

Rent or Mortgage Assistance for when you have an economic hardship.

Pharmacy Assistance to help offset the cost of medication.

Food Vouchers to help members in the community who may be hungry.

USDA Commodity Foods. We provide a monthly distribution (for senior citizens ages 65 & up) and a quarterly distribution (for low-income families) of selected food items from NELA FOOD BANK.

Medicaid Assistance provides support to complete and file Medicaid applications in our office.

Located in the Central Office. Call for an appointment or walk-in.

Payment Center

ENTERGY, AT&T and ATMOS ENERGY. We accept payments for AT&T Home Telephone (No cellphone payments).
